Kamikatsu the “Zero Waste Village” of Japan

About Kamikatsu

Nestled deep inside of Tokushima, one hour’s drive from the nearest city,  is the town of Kamikatsu, home to about one thousand four hundred residents and zero garbage trucks. That’s because Kamikatsu does not take any garbage from anybody.

Instead, the town recycles all its waste into forty-five different categories, with only a small portion, that’s unrecyclable in its nature, left in landfill, or incinerated. This unique system of waste management has garnered the small town a lot of big attention, and since the system started there over twenty years ago Kamikatsu has gained the international reputation of being “The first zero-waste town in Japan.”

Zero Waste Declaration

Since 2003, Kamikatsu became the first village in Japan to declare “Zero Waste,” an ideal the village has been working hard to follow ever since. Before the implementation of the program, Kamikatsu, like many parts of Japan, disposed of its waste using incineration, as well as a dumping method inside a large hole in the ground. This system soon proved to be cost-ineffective and unsustainable, resulting in the need to overhaul it completely.

In Kamikatsu today, there is no garbage truck to collect residents’ waste. Instead, villagers compost all of their organic waste matter themselves, and the rest is separated into 45 different categories to be recycled for materials or re-used. Only a small amount leftover that cannot be recycled is incinerated.

In 2019, 80% of the village’s waste was recycled, compared to a national average of just 20%. But we don’t want to stop there. By aiming to become Zero Waste, we are developing new ways to reduce the amount of garbage being made in the first place, to remove one-time-use items from our daily lives, and to become truly sustainable. 

上勝町について

徳島駅から車で約1時間のところに位置する上勝町は人口1,400人ほどの四国で一番小さな町。少子高齢化が進む過疎地域であるが、葉っぱビジネス「いろどり」や「ゼロ・ウェイスト」というごみをゼロにすることを目標としてごみの細分別、再資源化に取り組む活動で有名で、年間2,000人ほどの視察者が訪れるなど地方創生やローカルベンチャー事業が活発な地域として知られている。

町には自治体によるゴミ回収システムがありません。その代わりに、各住民がゴミを洗って、自分のゴミを分別センターに持っていくことになっています。ゴミステーションでは、45種類のゴミの分別が行われています。

このシステムのユニークな点は、分別の数が多いことだけではありません。すべてのものを1つにまとめてゴミと呼ぶのではなく、材料がどこから来て、使い終わった後にどこに行くのかが分かります。これは、そもそもゴミについての考え方を根本的に変えました。

外から見ていると、分別数の多さに圧倒されているように見えるかもしれませんが、上勝に住んでいると、簡単にできるようになります。

Experience Kamikatsu

One of the best ways to experience Kamikatsu, or in general life in the Japanese countryside, is through the INOW program. INOW provides fully customized itineraries based on each individual guest’s interests, with a focus on raising sustainability consciousness through direct experience. Guests from various backgrounds – from professionals like chefs, designers, artists and architects to educational institutions like universities and high schools, to individual travelers and families with kids – go through the INOW program to rekindle a lost connection with nature, or perhaps even a lost connection with themselves and with one another.
